The Africa Program at the Environmental Law Institute

Activity Report
June, 2004

Report Summary

Over the last four years, the Environmental Law Institute has developed its Africa Program to promote sound environmental law, policy, and management in Africa. Partnering with African NGOs, universities, and governments, ELI drafts and advances pragmatic environmental laws and policies, analyzes existing laws and regulations to improve their effectiveness and implementation, and builds the capacity of communities and local institutions in Africa to carry out these tasks independently. In addition to strengthening environmental laws, ELI and its partners empower civil society to address environmental needs by undertaking projects in rule of law, transparency, public participation, and access to justice.

Currently, ELI is working with in-country partners to:

  • develop a toolkit for environmental advocacy that African advocates and communities can use to protect their natural resources and the environment;
  • study best practices and lessons learned in developing and implementing laws and policies governing access to genetic resources and benefit sharing throughout Africa;
  • develop recommendations for improving the legal framework governing natural resource valuation in Nigeria;
  • build local institutional capacity in the Albertine Rift region to protect biological diversity, with a particular emphasis on working with the Faculty of Law at Makerere University (Uganda); and
  • improve public participation and governance in international watershed management, especially in Africa.

This report provides an overview of the Institute’s past, present, and upcoming Africa Program activities.
